5.4 PROPOSALS OF VISVA-BHARATI:

Member Secretary informed the Committee about the projects of Visva-Bharati. NIC approved the release of the funds to Visva-Bharati for the Chitrabali and Rachnabali Projects in due course, as mentioned in Agenda Item No.D.6. NIC also approved the setting up of Committee under the chairmanship of Secretary, Culture as per Agenda Item No.D.5. There was a general perception that the matters needed to be taken up seriously with the Vice Chancellor, Visva-Bharati, as otherwise delays may take place, as responses from the Visva-Bharati on many of their projects were not as per norms, or took time to firm up. It was decided that the HRD Minister will call the Vice Chancellor to set up an ‘implementation schedule’ and the agencies required for the projects, especially for the Auditorium (which required an appropriate aesthetic design).

5.5 PROPOSALS FROM THE STATES:


5.6 FILMS

  • 5.6 A NIC approved the constitution of a Screening Committee to examine the film proposals under the Ministry of I&B, in which reputed film personalities could be involved, NIC also approved the proposal for earmarking Rs.5 crores for films and documentaries and this could be placed by MOC to NFDC or such body that M/o I&B suggested. Minister I&B mentioned that a number of films/ documentaries had been made by the Ministry in the past and also suggested a few names for the Committee. NIC approved that the Committee may be under the Chairmanship of Shri Shyam Benegal. There may be three-four official Members and two-three non-official Members.
  • 5.6 B I&B Minister also placed that audio and audio-visual archival materials relating to Tagore of AIR, DD, etc. were already being brought out as CD and DVDs and this material could also be sifted through by a small Committee, with NIC approval. Secretary (Culture) could work this out with Secretary I&B and MEA, for maximum leveraging of these resources in India and abroad.

5.7 SETTING UP OF NEW INSTITUTES/CENTRES OF LEARNING:

  • 5.7 A Shri Kapil Sibal, Minister, HRD informed the Committee about the proposal to set up a ‘Tagore Study Centre’ at the Indian Institute of Advanced Studies (IIAS). The Committee appreciated the same.
  • 5.7 B Shri Sibal also said that the Ministry of HRD would set up International University (Institute) of Liberal Arts in the National Capital Region (NCR) of Delhi. The Chairman was of the view that it may be difficult to locate suitable land in the NCR for this Institution. Km. Mamata Banerjee, Railway Minister offered to help in exploring suitable Railway land, wherever available, for it.
  • 5.7 C Regarding proposals received suo-moto by MOC for setting up of the new Institutes and Centres of learning, NIC decided that a Committee, as suggested in the Agenda Note, may be set up in the Ministry of HRD to examine them. NIC would take a view after the recommendations of this Committee were available, along with financial implications.

5.8 MINISTRY OF RAILWAYS:

  • 5.8 A Member Secretary briefed the Committee about the initiatives taken by the Railway Ministry. An Exhibition Train called ‘Sanskriti Express’, showcasing the life and philosophy of Gurudev Rabindranath Tagore, was flagged off by the Railway Minister on 9.5.2010. Km. Mamata Banerjee mentioned that it would cover 42 stations. Railway Minister further stated that 2 Commemorative Museums were also planned, along with other activities.
  • 5.8 B Railway Minister also mentioned that a special train called “Sonar Tari” (the Golden Boat) had been planned, in consultation with the PM of Bangladesh. She invited Chairman and NIC Members to join it, on its trip to Dhaka on 22nd Shravan (8th August) and felt that this could be the first initiative under the Indo-Bangla Joint Programme.

5.9 DEPARTMENT OF POSTS

    Member Secretary informed the Committee that the Department of Posts have conveyed that no commemorative stamp on Rabindranath Tagore can be released, as wuch postage stamps have been already released on four occasions. NIC directed that Department of Posts be approached again for issue of commemorative postage stamp by making one-time exception.

5.10 INITIATIVES OF OTHER MINISTRIES AND PSUs:

  • 5.10 A Member Secretary informed that various Ministries had been requested regarding the commemorative projects/ programmes. NIC directed that though these Ministries/Departments may be reminded once more with some specific suggestions. The commemorative programmes and projects may be left to their initiative and need not be brought before the NIC for decisions.
  • 5.10 B It was reiterated that foreign celebrations of Ministries and PSUs, however, required to be coordinated by the Committee under Foreign Secretary.

5.11 CULTURAL PROGRAMMES IN THE COUNTRY – ZONAL
LEVEL TAGORE COMMEMDORATION COMMITTEES (ZTCCs)

  • 5.11 A Member Secretary informed that in view of very large number of proposals received from the NGOs etc., there was a need to set up Zonal Level Tagore Commemoration Committees (ZTCCs, Annex I) to look into the credibility of these proposals and their relevance Eminent cultural personalities and Tagore Experts could be nominated by the Members on these Committees.
  • 5.11 B NIC approved setting up of the ZTCCs, but directed that the details of the jurisdiction of the Zones and the States covered under each Zone, be made available to the Members. Thereafter, their suggestions would be taken regarding the constitution of the Committee and their jurisdiction.

5.12 OVERSEAS PROGRAMMES

  • 5.12 A NIC approved the proposal that the Committee under the Foreign Secretary would cover all the overseas programmes.
  • 5.12 B ICCR PROPOSALS

    The Note of Dr. Karan Singh, regarding ICCR programmes was placed on the table. Member-Secretary informed that , as of now, the ICCR proposed to fund these programmes from its own resources
